(WASHINGTON, DC) - The District of Columbia remains committed to ensuring that the regulatory landscape for architects, engineers, and land surveyors is fair, modern, and supportive of both licensed professionals and consumers.

On August 14, 2024, the National Council of Examiners for Engineers and Surveyors (NCEES) in the United States (U.S.) entered into a Mutual Recognition Agreement (MRA) with the Engineering Council in the United Kingdom (UK). The U.S.–UK MRA creates a streamlined pathway—without compromising professional standards—for professional engineers in both countries. Specifically, the MRA allows individuals holding a UK Chartered Engineer title to pursue a professional engineer license in the U.S., and enables licensed U.S. professional engineers to obtain a UK Chartered Engineer title.

For licensed engineers to take advantage of the MRA benefits, individual U.S. jurisdictions must formally adopt the agreement.

On February 18, 2026, the District of Columbia became the 16th jurisdiction to adopt the U.S.–UK MRA. Subsequently, on September 23, 2026, the Department of Licensing and Consumer Protection's (DLCP) Mutual Recognition Agreement Notice of Final Rulemaking—amending licensing requirements to officially recognize the U.S.–UK MRA—was published in the D.C. Register.

With this adoption, District‑licensed professional engineers are eligible to practice in the UK, and UK‑licensed engineers may apply for licensure in the District. The U.S.–UK MRA and DLCP’s corresponding rulemaking expand professional mobility and support economic growth by creating alternative pathways to occupational and professional licensure.

For more information on this rulemaking, please visit the Council of the District of Columbia’s website here: https://dlcp.dc.gov/page/board-accountancy

DLCP is committed to helping licensed professionals thrive in the District. Individuals seeking a basic business license or an occupational or professional license may visit DLCP’s website or contact (202) 671‑4500 for assistance.
